
Albina-Maddock-Orillia Road Improvements
Current Progress Update - March 10, 2026
Construction is complete and the work is under a 1-year maintenance period. Crew may return to site periodically for maintenance or to repair certain aspects of the the work.

Project Information
In collaboration with the Saanich Sustainability and Parks Departments, Saanich Engineering will be installing improvements to the blocks of Albina Street, Maddock Avenue, and Orillia Street that surround the Tillicum Elementary School. The project aims to integrate transportation and climate adaptation strategies. Infrastructure being considered include pedestrian and cycling facilities as per the District’s Active Transportation Plan (2018), shade trees as per the District’s Urban Forest Strategy (2010 and currently being updated), and green infrastructure to support biodiversity and climate adaptation as per the District’s Climate Plan (2020) and Resilient Saanich: Environmental Policy Framework (currently under development). Safety concerns identified by the Safe Routes to School Program will be addressed as part of the project.

- Capture and treat stormwater run-off from hardscape.
- Increase ecosystems services and support climate adaptation.
- Implement equity-based measures and community amenities.

- Storm drain replacement on Orillia Street
- Storm drain extension on Maddock Avenue
- Sidewalks on Albina Street, Maddock Avenue, and Orillia Street
- Crosswalks on Alina Street, Maddock Avenue, and Orillia Streets
- Rain Gardens throughout the project area.
- Boulevard trees throughout the project area.
