Construction crews will begin preparatory roadway repair work on Roy Road on Monday, May 4th.
Hours of work will be Monday to Friday, 7 a.m. to 4 p.m.
While we aim to minimize disruption, some temporary traffic delays are expected with single-lane alternating traffic in effect at times.
The District of Saanich will be chip sealing the following locations:
- Roy Road - from North Road to Elizabeth Street
- Roy Road - from Dalmeny Road to Kensington Place
- Prospect Lake Road - from Meadowbrook Road to Goward Road
- Kiowa Road - from Hartland Avenue to Kiowa Place
- Farmington Road - from Wallace Drive to the west end
Chip sealing is a roadway surface treatment that involves spraying a thin layer of asphalt onto the pavement, followed by an application of gravel chips. The chips are then rolled into the surface to create a durable and protective layer.
Chip sealing helps extend the life of our roads by sealing small cracks and preventing water and air from damaging the pavement. It also improves skid resistance and surface texture. This treatment is significantly more cost-effective than traditional asphalt resurfacing—about one-sixth of the cost—allowing the District to preserve more kilometers of roadway within our annual budget.
Prior to chip sealing, maintenance crews will complete roadway repairs to prepare the surface.
The extent of this work will vary by location. Details are as follows:
- Roy Road (North Road to Elizabeth Street): Patching and leveling of the existing surface, including manhole adjustments.
- Roy Road (Dalmeny Road to Kensington Place): Leveling of the existing pavement, localized removal and replacement of pavement, and catch basin adjustments.
- Prospect Lake Road (Meadowbrook Road to Goward Road): Leveling of the existing pavement and localized removal and replacement of pavement.
- Kiowa Road: Patching and leveling of the existing pavement.
- Farmington Road: Patching and leveling of the existing pavement, along with shoulder grading.
Roadway preparatory work is anticipated to take place in May.
Chip sealing is expected to take place during the summer and will take approximately one week to complete all locations.

During chip sealing, parking will be restricted along the roadway. Loose gravel will remain on the surface for approximately one week while the treatment cures. This gravel acts as a protective layer, providing a buffer between vehicles and the newly treated surface. To help reduce dust and minimize gravel displacement, please drive slowly and follow posted speed limits.
