Elk Lake Drive/Pat Bay Highway Watermain Replacement Project

What’s Happening?

The District of Saanich is undertaking utility upgrades on Elk Lake Drive between Marsett Place and the Beaver/Elk Lake Park entrance, crossing under the highway to the south end of Cherry Tree Bend, and at the north end of Falaise Drive.

The scope of work includes the replacement of existing watermain infrastructure. Service connections and fire hydrants will be replaced as well. The section of water main underneath the highway will be lined in place.

Why are we doing this?

The watermain in this area has suffered multiple breaks over the years. Repairs were attempted by Saanich Public Works crews, but it was determined that replacement was needed at:

• Cherry Tree Bend - installation of new 300mm dia. PVC watermain
• Elk Lake Drive - installation of new 300mm dia. watermain
• Pat Bay Highway - lining of the existing 300mm dia. ductile iron crossing the Pat Bay Highway
• Falaise Drive - installation of new 250mm dia. PVC

The replacement of the watermain on Elk Lake Drive, Cherry Tree Bend, and Falaise Drive will be open cut, and the Pat Bay replacement will be through pipe lining, which will not disrupt traffic patterns on the highway.

Construction Impacts:

Work will occur between 7:30am and 5:30pm Monday to Friday, but traffic will be impacted by single-lane alternating (SLAT) traffic between 9:00am and 3:30pm.

Work will begin on Cherry Tree Bend, then move to Elk Lake Drive and finally Falaise Drive.

Traffic control personnel and signage will be in-place to help direct vehicles, cyclists, and pedestrians through and around the work areas.

Some properties may have their driveway inaccessible for a short period of time. The construction contractor will notify residents of these occasions and try to accommodate any access concerns.

Phased disruption to services in the area will occur during construction. Residents will be notified a minimum of 24 hours prior to any disruption of services. Waste collection and recycling services will be maintained.

Project Timeline:

Construction has begun and is expected to last until December 31 2026. This timeline is subject to change according to site specific conditions throughout construction.
