Energy and Carbon Emissions Reporting Requirement

UPDATE! On November 4, 2024 Council endorsed the proposed Energy and Carbon Emissions Reporting Requirement. See details within the Council Report, Engagement Summary Report and Council Presentation.

Saanich is committed to taking climate action and supporting building owners and managers in achieving greenhouse gas (GHG) emissions reductions and improving the resilience of buildings in the community.

Saanich is developing an energy and carbon emissions (ECE) reporting requirement for large buildings (i.e., over 10,000 square feet). This program would require the annual submission of data for large buildings in Saanich, including multi-unit residential apartments, condominiums, commercial and light industrial, and public sector buildings. Data to be submitted includes:

  • Energy consumption (electricity, natural gas, etc.)
  • Greenhouse gas (GHG) emissions
  • Building characteristics (square footage, occupancy, mechanical equipment, etc.)

Please see the Proposed Energy and Carbon Emissions Reporting Program Description [PDF] or the ECE Program Information Presentation [PDF] for full details and to learn more.

The program will include a benchmarking service to provide valuable insights into energy consumption and compare how a building operates relative to other similar buildings. This will help building owners optimize energy use and make informed decisions that positively impact the bottom line and the environment. We are working closely with the City of Victoria and the Capital Regional District (CRD) to ensure that our engagement and requirements are aligned.

We are seeking the input of building owners, property managers, and other key stakeholders as we develop the program. This project has three phases, with opportunities for input in Phase 2.
