
Iona, Broadmead and Kremlin Sidewalk Upgrade
The District of Saanich will be undertaking active transportation upgrades along Iona Drive, Broadmead Avenue, and Kremlin Street. The Iona Broadmead Kremlin Sidewalk Upgrade project will deliver upgraded sidewalks, enhanced bicycle networks, and related road and drainage works to support safe and accessible travel for all users.
📅 March 25th Update
Crews have completed construction work on Kremlin Street between Broadmead Avenue and Kisber Avenue, including work through the Kisber Avenue intersection. This section is now open to traffic.
Kremlin Street remains closed from the north side of Kisber Avenue to the south side of Midgard Avenue. This section will remain closed during the day and overnight while crews continue excavation and underground work. Midgard Avenue will remain open.
Access details for this phase:
- Residents on Kremlin Street will continue to have access through the active work zone on Kremlin.
- Kisber Avenue is now fully open to traffic.
- Christmas Avenue will remain accessible from Palo Alto Street, but there will be no access to Kremlin Street.
- Pedestrians and cyclists will be able to travel through the area with caution.
Construction will continue to progress north along Kremlin Street as work advances. Updates will be posted here as closure limits change.

📅 March 17th Update
Crews have now progressed to the next phase of construction, with work continuing through the Christmas Avenue and Kremlin Street intersection and extending north toward Midgard Avenue.
Starting Wednesday, the current closure area will be extended to include the Christmas Avenue intersection and Kremlin Street up to the south side of Midgard Avenue. This section will remain closed during the day and overnight while crews complete excavation and underground work. Midgard Avenue will remain open.
During this time, Christmas Avenue will be closed at Kremlin Street and will function as a temporary dead end, similar to the current conditions at Kisber Avenue.
Access details for this phase:
- Residents on Kremlin Street will continue to have access through the active work zone on Kremlin.
- Kisber Avenue will remain accessible from Palo Alto Street.
- Christmas Avenue will remain accessible from Palo Alto Street, but there will be no access to Kremlin Street.
- Pedestrians and cyclists will be able to travel through the area with caution.
Crews are currently waiting for a suitable weather window to complete paving. Once paving is complete, earlier sections of the project near Broadmead Avenue will begin to reopen. Updates will be posted here as closure limits change.

Project overview
The Iona Broadmead Kremlin Sidewalk Upgrades Project is a short-term priority under Saanich’s Active Transportation Plan and the Safe Routes to School program for Campus View Elementary School.
The project area includes:
- Iona Drive north of Cedar Hill Cross Road
- Broadmead Avenue from east of Horner Park to Kremlin Street
- All of Kremlin Street
Improvements include:
- New separated sidewalk on West side of Iona Drive.
- New separated sidewalk on North side of Broadmead Avenue.
- New separated sidewalk on West side of Kremlin Street.
- New separated crossings at Kisber and Christmas.
- Parking improvements on Iona Drive at Horner Park.



Why are we doing this?
This corridor serves local residents, students, and park users, providing critical connections to Campus View Elementary School and Horner Park. The project will improve safety, walkability, and accessibility for everyone, while supporting active transportation options and reducing reliance on vehicles.

What to Expect
During construction, residential and park access along the corridor will be impacted. On-street parking will be affected after sidewalk installation.
