Lochside Drive Traffic Calming Upgrades


Construction Update, September 2025

Construction of the new speed humps is scheduled to take place on:

September 25th

7am-5pm

Any changes to the scheduled date will be shared on the project page. All construction timelines are weather permitting. 

Construction Impacts

Traffic delays may occur in this area during construction. 

It is recommended to use Cordova Bay Rd when possible, during construction. Lochside Dr will be closed to through vehicle traffic for the duration of construction. The exact location of the closure will shift as speed humps are completed. Construction will start on the Cordova Bay end and work South towards Claremont. See concept design below for speed hump locations.

Local vehicle access will be maintained from either the Cordova Bay or Claremont side of the project. Residents on Lochside Dr may be required to access their homes from the opposite end to avoid closures. Lochside Dr will be reopened as soon as construction has been completed.

Driveway access will be maintained.

Cycle and pedestrian traffic will be maintained.

Emergency Vehicle access will be uninterrupted.

About the project

The District of Saanich is proposing additional traffic calming measures on Lochside Drive between Cordova Bay Road and Claremont Ave. The proposed will include traffic calming measures such as speed humps, as well as bicycle pavement markings to reduce speeds and make Lochside Drive more comfortable to cycle on for people of all ages and abilities.

Project Overview

Traffic Calming Upgrades:

Traffic calming measures such as speed humps are most effective when used in succession. To maintain lower vehicle speeds, speed humps should be placed 80m-150m apart from one another. Lochside Drive between Cordova Bay Road and Claremont Ave has existing speed humps, however, additional are needed to be adequately spaced to reduce vehicle speeds.

The existing traffic calming measures along this section of Lochside Drive are all located within the same block. North of Abbey Rd until just past Doumac Ave has two speed humps and two raised crosswalks, while the remainder of this stretch has no traffic calming measures at all. To better maintain lower vehicle speeds between Claremont and Cordova Bay, and to achieve the desired spacing, additional speed humps would be needed.

To align with Vision Zero, Saanich is taking steps towards the goal understanding that human error is inevitable and that a safe system approach, including setting appropriate speed limits, is required. Speed is one of the leading causes of death on BC roads and studies indicate that lowering speed limits contributes to creating calmer, quieter streets while enhancing safety for pedestrians, cyclists, and motorists. Slower speeds afford drivers more reaction time, thereby diminishing the likelihood of severe or fatal incidents involving motor vehicles and vulnerable road users. When incidents do happen that involve a vehicle travelling at 50km/h and a pedestrian, the pedestrian only has a 20% chance of survival whereas at 40km/h or 30km/h the chance of survival is increased to 68% and 90% respectively.  

Project Survey:

A project survey is now open to gather feedback on the proposed traffic calming upgrades from the Cordova Bay community, including the Cordova Bay Association for Community Affairs (CBACA) and the school community. The survey will be available until April 30.

Following the survey closing, all results and feedback will be reviewed and considered as a concept drawing is created. Both the survey results and concept design will be shared on the project page.

Construction Timeline:

Construction is anticipated for late summer or early fall. A more specific construction schedule will be determined once all feedback has been reviewed, and we have a final design. The project page will be updated with this information closer to construction.
