Mann Avenue - Protected Bike Lanes

What’s happening?

The District of Saanich is planning to install protected bike lanes along Mann Avenue between Wilkinson Road and Glanford Avenue. 

This installation will be combined with pavement maintenance and resurfacing work. New raised crosswalks at Mapleton Place and the Colquitz River Trail will also be installed.


Construction Updates

August 14th Update

The roadwork portion of the crosswalk is now complete. Minor electrical work, pavement markings, bike lane barrier reinstallation, and vegetation trimming for improved crosswalk visibility will be carried out over the coming weeks to bring the project to completion. Thank you for your patience as we continue to work on this project.

July 10th Update

Construction of the raised crosswalk at the Colquitz River Trail crossing is anticipated to begin the week of July 14th.

During construction:

  • Single-alternating traffic will be in effect on Mann Avenue
  • The trail crossing will be closed to pedestrians and cyclists
  • Advisory signage will be posted along the trail, including maps to help pathway users find alternate routes

While we’re working to minimize disruption, some temporary traffic delays are expected. Please follow the direction of traffic control personnel. A map of the local Colquitz River Trail system is provided below for your reference.

May 21st Update

The District of Saanich is planning safety upgrades to the crosswalk on Mann Avenue at the Colquitz River Trail crossing. The project will include the installation of a raised crosswalk, rectangular rapid flashing beacons (RRFBs), improved lighting, and drainage enhancements.

Construction is expected to begin in mid- to late-June and will take approximately two weeks to complete. Temporary traffic delays are expected near the crosswalk during construction. Crews will work to minimize disruptions as much as possible and maintain safe access for people walking, cycling and driving.

This phase of the project builds on the installation of protected bike lanes and supports ongoing improvements to the District's active transportation network. The Colquitz River Trail is a popular multi-use path that acts as a key north-south connector for pedestrians and cyclists, linking nearby parks, residences, and the protected bike lanes on Mann Avenue.

The new raised crosswalk will mirror the one at Mapleton Place, providing additional traffic calming to encourage slower vehicle speeds at this crossing. Rectangular rapid flashing beacons (RRFBs) and upgraded lighting will further enhance visibility and safety for all road users.

January 9th Update

District of Saanich crews will be returning to the crosswalk at Mapleton Place to install Rectangular Rapid Flashing Beacons (RRFBs). RRFBs are designed to enhance crosswalk visibility and improve pedestrian safety. When activated, the RRFBs emit a high-frequency flashing light to draw attention to pedestrians crossing the street and encourage vehicles to yield. In addition to the RRFB installation, crews will be completing minor deficiency work at other locations along Mann Avenue.

Crews are anticipated to resume construction the week of January 13th, and will be on site between the hours of 8:30 a.m. and 3 p.m. The installation will take approximately 3 to 5 days to complete. The schedule may vary due to weather or other unforeseen factors.

Please anticipate temporary traffic delays at the intersection during construction. Crews will make every effort to minimize disruptions.

Why are we doing this?

The District’s Active Transportation Plan has identified Mann Avenue as an east-west connection for cyclists between several existing cycling facilities such as bike lanes on Wilkinson Road and Glanford Avenue, the Glendale Trail that leads to Layritz Park and Camosun College, and the Colquitz River Trail. 

The selection of protected bike lanes is based on existing vehicle volumes and speeds along Mann Avenue. This work will fill the gap in cycling infrastructure as we work towards implementing our long-term bicycle network. The overall goal is to contribute to a safer and more balanced transportation network for all modes of transportation.

At locations where concrete bike lane barriers have been installed, the waste collection truck's tipping arm will reach out across the bike lane to pick up carts. The front side of each cart should be placed flush with the face of the curb and clear of posts. Please do not place carts in the bike lane.
