Richmond Road Improvement Project (Bay St to Newton St)
The District of Saanich, in cooperation with the City of Victoria, is undertaking active transportation and safety upgrades along Richmond Road from Bay Street to Newton Street. The Richmond Road Improvement Project will deliver upgraded sidewalks, improved crossings, trail connections, and road resurfacing to support safe and accessible travel for all users. G&E Contracting LP is the authorized project contractor responsible for constructing this project.
📅July 31 update
Construction crews are continuing work this week on the Richmond Road Upgrades, focusing on the project segment north of Haultain St to Newton Street.
Work may take place on weekdays between 7:00AM and 7:00PM (excluding statutory holidays). Road users and residents should expect some changes in how traffic moves through the area.
Access details:
During allowable working hours (Weekdays 7:00 AM to 7:00 PM, excluding statutory holidays)
- Single Lane Alternating Traffic (SLAT) may be in effect from 8:00AM to 4:00PM along Richmond Road between Kings Road and Newton Street. Expect delays and consider using alternate routes if you can.
- Pedestrians and cyclists will be directed to alternate crosswalks or sidewalks, with Traffic Control Personnel (TCPs) on site to help everyone move safely.
- Kings Road will be closed at Richmond Road. Eastbound and westbound Bikes and pedestrians may be detoured via the Richmond Road sidewalks to a temporary, TCP-controlled crossing south of Kings Street.
- Newton Street crosswalk across Richmond Road may be closed. Please use the crosswalk to the north at Townley Street or the temporary, TCP-controlled crossings that may be in operation during parts of the work.
- All driveway access will be maintained unless residents have been notified otherwise. Please follow instructions from Traffic Control Personnel.
- Bus stops in working area may be closed – check the BC Transit Alerts web page for the most current status for Routes 8 and 14.
- When SLAT is in effect through the Kings intersection, vehicle access into 2680 Richmond (Victoria Arthritis Clinic) is available only by proceeding east on Kings Road from Shelbourne St. (access to Kings Road from Richmond Road is closed)
Outside working hours:
- One lane of traffic will be open in each direction on Richmond
- Side-streets will be open, with some turning restrictions.
- All crosswalks will be open
- All driveway access will be maintained unless residents have been notified otherwise.
- Bus stops in the working area may be closed – check the BC Transit Alerts web page for the most current status for Routes 8 and 14.
- No restrictions on access to 2680 Richmond (Victoria Arthritis Clinic)

Project overview
This project is a short-term priority under Saanich’s Active Transportation Plan and aligns with mobility goals for both Saanich and the City of Victoria.
The project area includes:
- Richmond Road from Bay Street to Newton Street (boundary street between Saanich and Victoria)
Improvements include:
- New bike lanes between Adanac Street and Haultain Street (separated north-bound and non-separated south-bound)
- Sidewalk, curb and bus stop improvements on the east side of Richmond Road
- General transportation safety improvements, including upgraded crosswalks and bus stops
- Repaving of Richmond Road from Bay Street to Newton Street
Why are we doing this?
Richmond Road serves residents, commuters, and trail users, providing an important connection between Saanich and Victoria. The project will improve safety, accessibility, and comfort for everyone walking, cycling, or taking transit along this corridor.

What to expect
Some pedestrian detours and side street closures may be needed during construction. Bike and vehicle access on Richmond Road will be maintained, but expect single-lane alternating traffic and possible delays.
Owners or residents of properties along Richmond Road may also be contacted by the project Contractor (G&E Contracting LP) and/or District staff from time to time to coordinate any required property access interruptions or tie-in works within private property (for affected driveways, walkways, lawn, garden areas, etc.).
