
Richmond Road Improvement Project (Bay St to Newton St)
The District of Saanich, in cooperation with the City of Victoria, is undertaking active transportation and safety upgrades along Richmond Road from Bay Street to Newton Street. The Richmond Road Improvement Project will deliver upgraded sidewalks, improved crossings, trail connections, and road resurfacing to support safe and accessible travel for all users.
📅 April 16th Update
The District’s construction contractor for this project is G&E Contracting. Beginning on April 20, they will be doing preliminary works on Richmond Road which may include:
- survey layout and staking
- locating and marking underground utilities
- tree protection fencing
Traffic Impacts:
Possible intermittent minor delays. Flag-persons may be controlling traffic including brief stoppages and occasional single lane alternating traffic along Richmond. There may also be minor delays on some side streets.
Public Access:
- Residents living within the project area will continue to have access to their homes.
- Pedestrians and cyclists will be able to travel through the project area with caution and subject to direction by flag-persons or signage.
- Richmond Road and all sidestreets remain open to two-way traffic but with possible minor delays.
- Bus stops will remain in service
Coming Soon:
The “Removals” phase of construction will begin in coming weeks, will involve removals of:
- east side of Richmond Rd concrete curbs and sidewalks
- topsoil and some vegetation, where necessary
- concrete median islands
Additional details will be posted in advance of the start of the “removals” phase.
Project overview
This project is a short-term priority under Saanich’s Active Transportation Plan and aligns with mobility goals for both Saanich and the City of Victoria.
The project area includes:
- Richmond Road from Bay Street to Newton Street (boundary street between Saanich and Victoria)
Improvements include:
- New bike lanes between Adanac Street and Haultain Street (separated north-bound and non-separated south-bound)
- Sidewalk, curb and bus stop improvements on the east side of Richmond Road
- General transportation safety improvements, including upgraded crosswalks and bus stops
- Repaving of Richmond Road from Bay Street to Newton Street

Richmond Road serves residents, commuters, and trail users, providing an important connection between Saanich and Victoria. The project will improve safety, accessibility, and comfort for everyone walking, cycling, or taking transit along this corridor.

What to expect
Some pedestrian detours and side street closures may be needed during construction. Bike and vehicle access on Richmond Road will be maintained, but expect single-lane alternating traffic and possible delays.
