
Shelbourne Street Improvements Project
A street for everyone
Saanich is building improved infrastructure on Shelbourne Street from North Dairy Road to Torquay Drive as part of the Shelbourne Street Improvements Project (SSIP).
The project includes:
- Installation of new cycling facilities;
- Pedestrian safety improvements;
- Transit infrastructure improvements;
- Replacement of underground utility infrastructure;
- Renewed asphalt road surface.
Why are we doing this?
The goal of the project is to deliver the short-term improvements to Shelbourne Street as identified in the Shelbourne Valley Action Plan (SVAP). The SVAP is part of the Official Community Plan and was developed through several years of community consultation. The project will improve safety for all road users, improve access for pedestrians and cyclists and ensure vital underground utilities continue to function safely and reliably far into the future.
The SSIP allows for new cycle tracks and better sidewalks without significant widening of the road right of way. The final long-term street configuration envisioned in the SVAP will allow for wider sidewalks and cycle tracks, as well as planting of more street trees. This will occur with redevelopment of the area over the next 30 years.

Construction Impacts
Traffic delays may occur in the area during construction. Notifications will be provided to directly impacted property owners and tenants including those affected by scheduled interruptions to water service, sewer service and driveway access. Garbage and recycling services will be maintained throughout construction.
Phases
SSIP Phase 1 - Garnet Rd. to Torquay Dr. (COMPLETED)
June 2022
- Line painting completed.
- Majority of the project is now complete.
- The Contractor will be on-site occasionally over the next few months repairing minor deficiencies.
May 2022
- Street furniture installed.
- All sidewalk and median construction complete.
- New trees and plantings installed.
April 2022
- Final paving completed on April 2.
- Remaining work includes line painting, landscaping, street furniture installation and minor sidewalk construction.
- Majority of construction is scheduled to be complete by the end of May.
March 2022
- Majority of sidewalk construction completed.
- Road base prepared for final paving.
December 2021
- All new curbs built between Home Depot driveway and Garnet Road.
- Paving from Home Depot driveway to Garnet Road was not completed this year due to weather conditions. Completion of paving works has been posponed until March 2022 (weather permitting).
- Some work will be taking place over January and February but there will be periods where the contractor is not on site. Much of the remaining work cannot be done until paving is completed.
- Construction is scheduled to be complete by April 2022 (weather permitting).
November 2021
- Curbs and sidewalks completed between the Home Depot driveway and Torquay.
- Nov. 21 - Paving completed between the Home Depot driveway and Torquay.
October 2021
- New traffic signal upgrades completed at McKenzie, Home Depot driveway, Blair and Feltham.
August 2021
- Water system upgrades completed.
May 2021
- Intersection and roadwork under construction.
April 2021
- Night work at McKenzie intersection starting April 12, expected to last for two weeks.
February 2021
- Sanitary sewer and storm drainage upgrades complete
January 2021
- Water system upgrades started.
July 2020
- Installation of new traffic signals at Torquay/Shelbourne and Feltham/Cedar Hill completed.
May 2020
- Sanitary sewer and storm drainage upgrades started.
April 2020
- Chew Excavating began construction.
- The contractor is required to include safe work methods in their safety plan for effective mitigation of COVID-19 exposure and the safe performance of their work.
- Work starts on the new traffic signals at Torquay/Shelbourne and Feltham/Cedar Hill.
