
Shelbourne Street Improvements Project
A street for everyone
Saanich is building improved infrastructure on Shelbourne Street from North Dairy Road to Torquay Drive as part of the Shelbourne Street Improvements Project (SSIP).
The project includes:
- Installation of new cycling facilities;
- Pedestrian safety improvements;
- Transit infrastructure improvements;
- Replacement of underground utility infrastructure;
- Renewed asphalt road surface.
Why are we doing this?
The goal of the project is to deliver the short-term improvements to Shelbourne Street as identified in the Shelbourne Valley Action Plan (SVAP). The SVAP is part of the Official Community Plan and was developed through several years of community consultation. The project will improve safety for all road users, improve access for pedestrians and cyclists and ensure vital underground utilities continue to function safely and reliably far into the future.
The SSIP allows for new cycle tracks and better sidewalks without significant widening of the road right of way. The final long-term street configuration envisioned in the SVAP will allow for wider sidewalks and cycle tracks, as well as planting of more street trees. This will occur with redevelopment of the area over the next 30 years.

Construction Impacts
Traffic delays may occur in the area during construction. Notifications will be provided to directly impacted property owners and tenants including those affected by scheduled interruptions to water service, sewer service and driveway access. Garbage and recycling services will be maintained throughout construction.
Phases
SSIP Phase 2 - N. Dairy Rd. to Pear St. (UNDER CONSTRUCTION)
January 2025
- Phase 2 construction is now complete!
- The contractor will still be on-site occasionally over the coming months to complete repairs
November 2024
- The majority of new bike paths are now paved
- Work on the remaining curbs/sidewalks is currently underway and will be completed soon
- Remaining paving for both roads and bike paths is scheduled to be complete by then end of November (weather permiting)
- Most of the new trees have been planted
September 2024
- The majority of road paving is now complete
- New sidewalk construction and line painting is still underway along Shelbourne.
- Paving of the new bike paths along Shelbourne is expected to take place in October
- Road/sidewalk construction is currently underway on the UVic bike connector on Richmond Rd between Poplar Ave and Cedar Hill Cross Rd
August 2024
- Closure: August 12 to 14 (9 a.m. to 7 p.m. daily) - southbound closure
- Shelbourne Street will be closed to southbound traffic between Cedar Hill Cross Road and North Dairy Road for paving (open to one-way traffic northbound only, including cyclists).
June 2024
- Closures along Shelbourne Street between Cedar Hill Cross Road and North Dairy Road will start on June 18 with the following schedule:
- Closure #1: June 18 to July 1 - southbound closure
- Shelbourne will be closed to all southbound traffic between Cedar Hill Cross Road and North Dairy Road (open to one-way traffic northbound only, including cyclists).
- Pedestrian traffic will be permitted along at least one side of Shelbourne and crossing Shelbourne.
- Closure #2: July 2 to 31 - full closure
- Shelbourne will be fully closed between Cedar Hill Cross Road and North Dairy Road. This closure will be in effect 24 hrs/day, 7 days a week.
- Cars will have access to businesses and personal residences in the affected area. Pedestrians and cyclists will have full access throughout the closure. Buses will be detoured, and emergency services have been notified of the closure.
May 2024
- Work is underway for new curbs and sidewalks along the west side of Shelbourne.
- Work is underway on rebuilding the road base on the west side of Shelbourne. Base layer paving on this side of Shelbourne has started and will continue over the coming weeks.
- Once enough base layer paving is complete on the west side, traffic will be switched to this side so road/curb/sidewalk construction can start on the east side of Shelbourne.
- Underground utility work (water, sewer, drainage) is now complete.
- New sidewalks and road paving have been completed on Derby Rd. (west of Shelbourne).
- A new traffic signal at Cedar Ave is now complete.
January 2024
- Sanitary main construction continuing near Knight Ave.
- Utility work under construction on McRae at Browning.
- Construction started on new traffic signals at Cedar and Derby intersections.
- Retaining wall construction underway between Donnelly and Pear.
- Utility construction in the North Dairy intersection will start later in January.
November 2023
- Storm and sanitary main construction underway between North Dairy Rd and McRae Ave.
- Storm and sanitary main construction underway on Cedar Ave west of Shelbourne St.
- Storm and sanitary work underway between Pear St and Elm St.
July 2023
- Shelbourne St closure ended on July 21.
- Construction of storm and sanitary mains and services continue at various locations along Shelbourne St.
June 2023
- Paving on Freeman to be done around mid June.
- Curb, sidewalk and bike lane work is continuing on Poplar Ave between Shelbourne St and Richmond Rd.
- Storm main and service construction is underway on McRae Ave, between Shelbourne St and Browning St.
- Storm and sanitary mains and services are currently being installed on Derby Rd.
- Storm main construction is underway on Knight Ave.
- Starting June 12, Shelbourne St will be closed to through traffic between Donnelly Ave and Pear St. This closure is expected to last for 4 weeks.
May 2023
- Water services tie-ins are still in-progress.
- Storm and sanitary mains and services are currently being installed on Freeman Ave, east of Shelbourne St.
- Curb, sidewalk and road resurfacing work is underway on McRae Ave, between Browning St and Keats St.
- Curb, sidewalk and bike lane work is underway on Poplar Ave between Shelbourne St and Richmond Rd.
- Coming up in the next couple weeks will be storm and sanitary main/service construction on Shelbourne St.
February 2023
- Gas main construction between McRae Ave and Freeman Ave to start by the end of the month.
- Watermain tie-ins at the north end of the project. Some properties will experience intermittent water service disruptions. Staff will inform residents in advance.
- Watermain installation will continue in the southern half of the project.
