Thank you for your interest and participation in the Shelbourne Valley Plan (SVP) update. On April 13, 2026, Council gave the first reading to the SVP and a public hearing is scheduled for April 28, 2026.

Project Overview

The project aims to align the existing 2017 Shelbourne Valley Action Plan (SVAP) with the Official Community Plan and revise its content to reflect current trends, community needs, and other District-wide priorities. The first draft of the Shelbourne Valley Plan was presented to Council for information at the Committee of the Whole meeting on July 21, 2025, and is available for public review.

The Plan update focuses on:

  • Aligning with the Official Community Plan, notably the updated land use framework
  • Integrating recently adopted Saanich plans and strategies
  • Reflecting up-to-date census data, community needs, and District-wide priorities

Planning Area

Approximately 27% of the Saanich Primary Growth Areas and 7% of the areas within the Urban Containment boundary are in the Shelbourne Valley. The planning area includes all properties within approximately 500 meters on both sides of Shelbourne Street, extending about 4 kilometers from near Torquay Road to North Dairy Road. In areas where the Shelbourne Valley Plan overlaps with the Quadra McKenzie Plan, planning decisions are deferred to the latter.

Next Steps

Staff will implement Council directions and return the Plan to Council for a Public Hearing. The Public Hearing is another opportunity for members of the public to provide input on the Plan. Details about the Public Hearing will be posted once scheduled.

Project Background

The Shelbourne Valley Action Plan was originally adopted in May 2017, following a series of engagements with the public and other stakeholders, technical analysis and Council consideration. The plan sets a 30-year strategy to guide transportation and land use decisions in the area with aim to achieve improved housing, transportation, and economic growth, stronger community spaces, a distinct sense of place for all ages and abilities while protecting the environment and addressing climate change.

On September 23, 2024, Council endorsed the Terms of Reference to update the Plan. The process aims to ensure continued relevance of the Plan in guiding land use and transportation decisions in Shelbourne Valley and working towards transforming the area into a complete community. Relationship with the Official Community Plan

The Shelbourne Valley Plan supplements the Official Community Plan (OCP) which is the main policy document for managing land use and growth in Saanich. The Plan will address the OCP concept and vision for Primary Growth Areas, including Centres, Corridors and Villages within the Shelbourne Valley.
