Project Update - August 2026

The public engagement portion of Phase 4 has now closed. Thank you to everyone who attended an event, provided input, and completed the survey!

Staff are currently reviewing and analyzing all public input and will use this feedback to refine the Draft Tillicum Burnside Plan.

Project Overview

The Draft TBP provides a long-term framework to guide growth, investment, and redevelopment through land use and transportation policies. It supports the development of a complete, connected community with diverse housing, sustainable transportation, and vibrant public spaces anchored by local amenities. The long-term vision for the area will be influenced by the Official Community Plan’s direction of One Planet Living and the 15-Minute Community.

The Draft Tillicum Burnside Plan was presented to Council at the Committee of the Whole meeting on Monday, April 27, 2026. The agenda package, including the video recording is available online: Saanich.ca/agenda. At the meeting, Council directed Staff to proceed with community engagement and consultation. Public engagement activities closed at the end of July 2026.

Phase 4 Engagement has now concluded

Public engagement activities closed at the end of July 2026. Throughout Phase 4, community members had several opportunities to learn about the Draft Tillicum Burnside Plan and provide feedback, including:

  • Three (3) Open Houses
  • Two (2) Draft Plan Overview Webinars
  • An online Community Survey
  • Two (2) pop-up events at the Gorge Farmers Market
  • Tillicum Burnside Talks held at three local parks

Staff are currently reviewing and summarizing the feedback received. An Engagement Summary Report will be posted to this webpage in September 2026.

Past engagement:

In 2025, several pop-ups, community workshops, webinars, and a survey were offered to gather input from community members and stakeholders. These sessions explored ways for introducing more housing options, providing amenities and safe connections, and designing corridors to support sustainable transportation. Recordings of the Overview and Wrap-Up Webinars can be found at saanich.ca/tbp.
