Wallace Drive Project

About the project

Wallace Drive is a key route connecting Saanich, Central Saanich, and the Highlands. It’s used every day by residents, commuters, visitors, emergency services, and people walking and biking. It provides access to the Hartland Landfill and is in close proximity to the Butchart Gardens. The pavement is due for renewal, and concerns about speeding, heavy vehicle traffic, and safety for pedestrians and cyclists have increased in recent years.

The Wallace Drive Project responds to these concerns with a focus on practical, short-term improvements. The goal is to enhance safety and comfort for all road users by implementing a package of traffic calming measures, developed through technical review and community feedback.

Project Scope

The Wallace Drive Project focuses specifically on the section of Wallace Drive between Willis Point Road and the District of Saanich municipal boundary (see map). All proposed improvements and engagement activities apply only to this segment of Wallace Drive within the District of Saanich.

Why are we doing this?

This project responds to community priorities for safer and more comfortable roadway conditions, particularly for those walking and biking. It supports Saanich’s broader goals for a safe, connected, and sustainable community, as outlined in Active Transportation Plan, Road Safety Action Plan, Speed Limit Establishment and Traffic Calming Policy, Official Community Plan, and Strategic Plan.


Why your input matters

We want your feedback on how you use Wallace Drive, your main safety concerns, and your thoughts on the proposed traffic calming measures. Your input will help us refine the plan and consider any additional feasible changes. Public feedback will be considered alongside technical, operational, and financial factors.

Proposed traffic calming plan

The District is considering the following traffic calming measures for Wallace Drive:

  • Introduction of a 30 km/h speed limit
  • Addition of bike sharrows
  • Removal of the painted centreline
  • Installation of 6 to 10 speed tables
  • Restriction of bus traffic
  • Two yield points north of Durrance Rd (one in each direction); two yield points south of Durrance Rd (one in each direction)

Major changes such as road widening or new walking/biking paths are not possible at this time due to budget and technical limits.

The community engagement phase will focus on gathering input from residents and users of Wallace Drive. During this stage, we’ll ask for feedback on how people travel the corridor, identify key safety concerns, and collect opinions on the proposed traffic calming measures. All public input will be carefully reviewed and incorporated where feasible, helping to refine the plan. This feedback will be considered along with technical, operational, and financial factors before final decisions are made.
