Richmond Road Improvement Project (Bay St to Newton St)
The District of Saanich, in cooperation with the City of Victoria, is undertaking active transportation and safety upgrades along Richmond Road from Bay Street to Newton Street. The Richmond Road Improvement Project will deliver upgraded sidewalks, improved crossings, trail connections, and road resurfacing to support safe and accessible travel for all users. G&E Contracting LP is the authorized project contractor responsible for constructing this project.
📅September 3 update
Construction crews are continuing work on Richmond Road between Emerson Street and Haultain Street. Work will take place in different locations within this section as construction progresses.
Road users and nearby residents should expect delays and use alternate routes where possible.
Access details:
During allowable working hours (weekdays 7:00 a.m. to 7:00 p.m., excluding statutory holidays)
- Single-lane alternating traffic (SLAT) may be in effect on Richmond Road between 9:00 a.m. to 3:30 p.m.
- Kings Road and Haultain Street may be closed at Richmond Road, or may have turns restricted while work is happening in those areas.
- Victoria Arthritis Centre patrons should access the parking lot via the Shelbourne/Kings intersection to avoid closures at Kings Road and Richmond.
- A 30 km/h construction speed zone will be in effect.
- Pedestrians and cyclists may be directed to temporary, Traffic Control Personnel (TCP)-controlled crosswalks or detours.
- The sidewalk on the west side of Richmond Road will remain open whenever the east sidewalk is closed for construction.
- Cyclists should take the travel lane through the work area or use an alternate route. TCPs will be available to assist cyclists where needed.
- Bus stops within the work area will be temporarily closed. Please use the nearest available stop and check the BC Transit Alerts page for current service information.
- Brief intermittent traffic stops may be required to allow construction vehicles to enter or leave the site.
- Emergency vehicles will be given priority at all times.
Outside allowable working hours (7 p.m. to 7 a.m.):
- Some traffic controls, including a reduced speed limit, may remain in place. Please follow all posted signage.
- Pedestrians may be directed to a temporary sidewalk or follow signed detours.
- The sidewalk on the west side of Richmond Road will remain open whenever the east sidewalk is closed for construction.
- Cyclists should take the travel lane through the work area when bike lanes are not available or use alternate routes.
- Bus stops in the working area will remain closed. Please check the BC Transit Alerts page before travelling.

Project overview
This project is a short-term priority under Saanich’s Active Transportation Plan and aligns with mobility goals for both Saanich and the City of Victoria.
The project area includes:
- Richmond Road from Bay Street to Newton Street (boundary street between Saanich and Victoria)
Improvements include:
- New bike lanes between Adanac Street and Haultain Street (separated north-bound and non-separated south-bound)
- Sidewalk, curb and bus stop improvements on the east side of Richmond Road
- General transportation safety improvements, including upgraded crosswalks and bus stops
- Repaving of Richmond Road from Bay Street to Newton Street
Why are we doing this?
Richmond Road serves residents, commuters, and trail users, providing an important connection between Saanich and Victoria. The project will improve safety, accessibility, and comfort for everyone walking, cycling, or taking transit along this corridor.

What to expect
Some pedestrian detours and side street closures may be needed during construction. Bike and vehicle access on Richmond Road will be maintained, but expect single-lane alternating traffic and possible delays.
Owners or residents of properties along Richmond Road may also be contacted by the project Contractor (G&E Contracting LP) and/or District staff from time to time to coordinate any required property access interruptions or tie-in works within private property (for affected driveways, walkways, lawn, garden areas, etc.).
